Timely, Cost-Effective Designs

Our focus on sustainability supports the Department’s energy mandates and our strategic designs promote the timely, cost-effective construction government projects demand.

Designing facilities that support our nation’s military is a challenge TLC is honored to meet. Our DoD portfolio includes:
  • U.S. Army Corps of Engineers - hospitals, office buildings, fitness centers, CDCs, dorms, barracks, hangars and prisons, (including headquarters, Mobile, Fort Worth, Huntsville, Savannah and Jacksonville districts).
  • Naval Facilities Engineering Command - hospitals, BEQs, housing units, office buildings, hangars, (including Southeast, Atlantic, Southeast and Pacific Divisions).
TLC’s DoD designs address the unique requirements of these agencies to support the mission at hand.  Project delivery methods include design/build; traditional design/bid/build; site adaptation of standardized designs; and development of design criteria and support for MATOC, SATOC and IDIQ contracts. TLC has demonstrated expertise for the DoD-required:
  • Sustainable design, including energy modeling to detail compliance with mandated energy reductions.
  • Progressive collapse and Anti-Terrorism/Force Protection (AT/FP) requirements.
  • Secure communications, including NIPRNet, SIPRNet and JWICS.

Federal Agency Expertise 

TLC delivers award-winning federal projects that address the unique processes, procedures, communication methods and design requirements for Antiterrorism/Force Protection (AT/FP); progressive collapse; RCDD-designed secure communications; BIM, energy and daylight modeling; sustainable design including LEED® consulting and administration; commissioning and retro-commissioning. TLC offers federal agencies diverse experience and strategic support to meet the design standards required by EPACT 2005, EISA 2007 and other federal energy mandates. 

Our project delivery methods include design criteria development, design/build, traditional design/bid/build and IDIQ contracts. TLC has provided design services for:

  • GSA - courthouses and office buildings
  • Department of Veterans Affairs - VA hospitals, clinics and nursing homes
  • USPS - Prime contract for three-year IDIQ plus other minor projects in Southeast
  • FBOP - design-build Federal Correctional Institution, Hazelton, WV
  • Department of Defense:
    • USACE  - hospitals, office buildings, fitness centers, CDCs, dorms, barracks, hangars and prisons, (including headquarters, Mobile, Fort Worth, Huntsville, Savannah and Jacksonville districts)

 State Government

State Government Experience

With more than 20 years of government design experience, TLC is a leader in providing engineering services to state departments and agencies.

  • Our project portfolio includes armories, office buildings, data centers, records-storage vaults, biohazard level 2 and 3 laboratories, courthouses, training centers, emergency command centers and central plants.
  • Following a devastating hurricane season, TLC assessed the emergency power systems in Florida’s VA nursing homes to determine demand and available capacity for future expansion. As a result, we designed an emergency generator system that could provide 100 percent power in the event of future catastrophes.
  • Our projects range from system assessments to a 120-bed prototype VA nursing home to multi-million-dollar hospitals.
